[PER B.M.S. MOANA AT AUCKLAND.] ♦ THE ATTITUDE OF GERMANY. San Francisco, 15th -Tune. Apropos of Spain's claim of German sympathy, it may be stated that Mr. White, Ambassador at Berlin, reported having *n interview with Herr Yon Bulow, the German Imperial Secretary for Foreign Affairs, in -which the latter said that Germany intended to adhere strictly to neutrality in the present war, and stated that the failure- to issue a proclamation of neutrality was not significant, owing to the fact that Germany never issues such proclamations.
