Eastern situation was established by the Battle of Manila. Incidentally, the success of the American Navy has caused the giving to the Cramp finii, of Philadelphia, of contracts for Russian warships amounting to 15,000,000 dollars. Tho Scotls, of San Francisco, builders of the Oregon, Olympia, Charleston, and other ships, have been summoned to St. Petersburg, and expect similar orders. All the European nations seem anxious for a reciprocity agreement. France has lately completed one, despite the suspicion of partiality towards Spain and attempts to violate the neutrality laws apparently countenanced b}' some officials.
