[PBISB ASSOCIATION.! * Washinqto"», 24ih August. Mr. Spalding aalcs tho United States to grant a subsidy of 250,000 dollars towards the cable to Hawaii. President Cleveland and a majority of tho House of Representatives are believed to bo in favour of the scheme.
