Great Britain, liuesia, and Franoe intend to establish Consulates in Armenia, and their representatives will supervise the carrying out of the necessary roforms. They also insist on the establishment of communes to control the administration of the laws, and on the collection of taxes locally, none of suoh matters to be referred to Constantinople.
