4— CRITICISM OP THE NEW MINISTRY. | UNITED PRESS ASSOCIATION. I London, 20th August. Reynolds' Newspaper publishes a furious article headed " Gladstone's Blunders," denouncing the Premier for excluding the members of the Radical Party from the Cabinet. The Cabinet, it assorts, as at present constituted, lacks tho confidence of the people. Tho appointment of the Marquis of Ripon to the Colonial Office is criticised by some English journals. The Saturday Review does not favour the ' appointment, and considers that he will probably do some misohief in tho office. The Spectator describes him as the least promising of the Ministerial peers.
