DEFENCE OF ORDER
Japanese Attack On Pearl Harbour AVAR DECLARATION WAS DELAYED (Received October 26, 8.40 p.m.) TOKIO, October 26. Fleet Admiral Osinni Nagano, who gave the order starting the Pacific war, told an interviewer that a formal declaration of war was to have preceded the Pearl Harbour attack by 30 minutes, but for some unknown reason the vital message was delayed in Tokio. He said the attack achieved far greater success than was expected. Looking back on the fighting strength of the United States and Japan, he was confident that he made no mistake in issuin'’ the final order to attack I earl Harbour. Without its success,. Japan would have been defeated earlier. Nagano said he expected to be prosecuted as a war criminal for his share in the war, which included, first, breaking the deadlock between the admirals who urged that the first attack should be made against Java and Malaya and those who advocated Pearl Harbour; secondly, issuing orders for the. departure of the attacking fleet: and ing the order to attack Pearl Harbour.
