CONTROL COUNCIL FOR
JAPAN Discussions With Russia
(Received October 26, 9.25 p.m.) WASHINGTON. October 2-3. The Secretary of State, Mr. Byrnes, disclosed that the United States is discussing with Russia the question ot creating an Allied Control Council for Japan. The Associated Press says that this is the first indication of a possiule break in the deadlock between Russia and the United States on the Japanese question. . . . , Russia has been insisting on a contioi council. It is not clear whether such a council, if agreed on, would replace or subordinate General MacArthur However, it is expected that it the united States agreed to the council, it would on the basis that an American would be chairman and American policies would be effective in the event of disagreement.
