Eisenhower To De Gaulle (Received October 18, 10.20 p.m.) LONDON, October 18. General Eisenhower has agreed to relinquish a larger measure of his coif trol of civil affairs in France to General de Gaulle upon a pledge of full co-opera-tion in the war, says the “New York Times” Washington correspondent. General de Gaulle's authority will he enlarged and his area of responsibility will be expanded. Previously French authority controlled civil affairs in Normandy and certain other liberated areas subject to General Eisenhower's over-all powers. The new agreement, it is believed, means that if General Eisenhower wishes to take certain military measures in a non-eombat. area he will have to consult with General de Gaulle. In view of the pledge, of full co-operal ion, however, General Eisenhower will probably act after giving notification of his intention. General de Gaulle's zone covers much of France, including Paris, leaving only the northern partus a combat area. Communication lines through the interior to the French ports will, however, be left under military control and also various ports that arc necessary as supply points.
