POST-WAR INDUSTRY
British Trade Union Plan (Received August 21, 9.10 p.m.) LONDON, August 21. The Trades Union Congress is drafting a plan for the post-war reconstruction of industry, which the general council will consider at a meeting this week and which it is submitting to the full Congress in October, says the “Daily -telegraph." The plan emphasizes that there are two groups of industries ou which all other industries depend, first, fuel and power, including coal, gas and electricity, and secondly, transport, including railways, canals, roads and internal airways. Ihe nlan says that public ownership of these industries is not only desirable for their development, but an essential condition for .any effective planning. First in priority for' public ownership are coalmines and railways, and second the iron and steel industry.
