WHITE RUSSIAN PREMIER
LONDON, February 8. The Moscow radio announces the appointment of a Premier, or chairman of the Council of People’s Commissars, of the Republic of White Russia. This follows the news that, the Ukrainian Republic has reorganized its Government and appointed its first Connfiissar for Foreign Affairs in accordance with the Soviet Union’s new decentralization
