(Received January 21, 5.40 p.m.' ROME, January 20. A semi-official review of international relations expresses the opinion that the myth of the irresistible power of the Bolshevist army has been exploded by Finland. The Soviet leaders preferred a German alliance to British and French (because they realized that the Red Army could not defeat the Germans.
