It was-agreed that the nature of memorials should, in the first place, 'be approved byffhe provincial council concerned, but that such memorials should be worthy of the occasion and .some feature should appropriately record the fact that the memorial was a centennial memorial; that every such application should be accompanied by a sketch design and an estimate of the cost; that all applications for final approval by the national council should be submitted by the provincial councils not later than March 15, 1939, and that, approved historical publications, scholarships or other permanent educational endowments would be considered as memorials.
