As the distance from Buckle Street up to the .front of the National Art Gallery on Mount Cook, Wellington, is very short it is not possible to ease the grade of the approach roads on either side of tlie Carillon tower. These roads, about 22 feet in breadth, have varying grades, but for some little distance the grade is less than 1 in which is :i fairly sharp pull.
