French Marine Disaster LEGAL PROCEEDINGS ——— 1 1 (“Times” Cables) (Rec. July 5, 5.5 p.m.). Paris, July 4. The Minister of Merchant Marine announced in the Chamber of Deputies, that legal proceedings are being instituted in connection with the Saint Philbert disaster. The 1 Minister declared the owners guilty of the gravest negligence in sending such a vessel to sea in bad weather under-manned and with the captain and crew unqualified for their positions. Some 300 lives were' lost when the •steamer St. Philbert, crowded with exJJO pojopuuoj puu poztsdno St. Nazaire last month.
