MASTER’S DIFFICULTY

Arising out of a discussion at a seamen’s stop working meeting at Lyttelton regarding the loss of the steamer Progress, the question of aiding a distressed vessel at sea was debated. It was stated that it was realised that the master of a vessel was in an awkward position when it came to a question of towage, for he had to consider the fees that would be charged by another trading vessel, against the charge of a Government ship or a tug. The seamen were of the opinion that the matter should be referred to the Minister of Marine, with a view to having the law amended, making it compulsory that the first assistance offered should be accepted. The master of the disabled ship then could have no other option but to accept.
