CHINA'S FUTURE

DEPENDENT ON KUOMINTANG EXECUTIVE AN ARCH INTRIGUER MAY BE VIRTUALLY UNCROWNED EMPEROR (United Press Association.— By Electric Telegraph.—Copyright.) (“Times” Cables.) Shanghai, July 31. The fifth plenary session of the Kuomintang Central Executive opens tomorrow*. The deliberations should decide China’s fate. Excepting for the congress of the whole party, it is the most powerful body in the country, able to make or unmake Ministers and Cabinets, while even Generals hesitate to challenge its will. A sinister figure at the conference is Chang Ching Liang, the arch intriguer. Though crippled with disease, so that ho must be carried everywhere, he is a man of indomitable energy and a master of chicanery. Should ho succeed in dictating the formation of a Cabinet of his own appointees, be will be virtually the uncrowned Emperor of China. REVISION OF TREATIES WITH AMERICA MUST AWAIT STABLE CONDITIONS (Australian Press Association.) (Rec. August 1, 7.5 p.m.) Washington, August 1. The State Department has declared that further revision of the Chinese and American treaties, particularly as they affect extraterritoriality, must await more stable internal conditions in China. The statement was prompted by Nanking’s announcement that Dr. Wu had been appointed Nationalist delegate to a treaty revision conference here. Officials said they did not understand the Nanking announcement, which was in the form of a reply to Mr. Kellogg’s Note promising to negotiate a new tariff treaty immediately. It was said that with the tariff treaty signed the United States was not prepared to undertake any further negotiations for the time being.

[A message from Washington in last Friday’s issue said“ The acceptance of their proposals for the negotiation of a tariff treaty granting China full autonomy has been communicated to the Nationalists by Mr. Kellogg. It is stipulated that the United States looks to the Nationalists for the protection of American residents.]
