EVIDENCE OF MR. NELSON

CHARGES AGAINST ADMINISTRATION

Apia, October 11. The Hon. O. F. Nelson gave evidence that Administration prices for copra were impossible if all the expenses were charged. Samoa was run by a dictator, under whom the heads of Departments carried out policies against the wishes of the people. He alleged that scapegoats were made and unnamed people who committed serious offences were allowed to leave Samoa. The Medical Department did not supply a service equivalent to its cost. The Administrator exceeded his duty when he accepted from the Faipule emblems of Samoan sovereignty. Properties in Apia town which should belong to the Samoan Government were actually being acquired by New Zealand estates, which was unfair to Samoa. The cry of "Samoa for the Samoans’’ was mischievous, and could only mean that it would cause dissension between Europeans and Samoans.
