LEADING HAND

OVERSEER FOR SMALL WORKING GANGS.

The Works Committee made the following recommendation to the City Council last night:— That it bo an instruction to the officers that on all small works there shall ho one employee of the gang of workers selected as leading hand, to whom all instructions shall be given by tho officer in charge; that his position as leading hand be recognised by tho payment of an extra shilling per day, it to bo understood that lie is one of the working gang though giving general inspection; that the Reserves and Tramways Departments be include;! in this pro postil. Councillor R. Semple took exception to the proposal. “The day has gone past,” he declared, "when a man can be paid a shilling a day to drive his fel-low-men.” Councillor W. IL Bennett said it was high time that someone was appointed to seo that a better return was made by council employees for tho wages they received.
