Mr, Hughes (Secretary of State) has submitted to the Powers suggested topics which should be embodied in the agenda at tho armament conference. It is understood the topics include the territorial integrity of Russia, an open door and equal opportunity there; a formal guarantee of an open door and equal opportunity and tho territorial integrity of China; consideration of the condition of China, with intent to help the country to re-establish itself on a sound basis; insular possessions; Pacific fortifications; United.
