WAR REGULATIONS

PROVISION FOR CONTINUANCE. The War Herniations Continuance Bill, which has been introduced in the Houso of Representatives, is a rather complicated measure with several lengthy schedules. It continues in force, with consequential amendments, certain war regulations relating to alien enemies, seditious documents, firearms and ammunition, permits and passports, enemy properly, trading with' the enoray, property of prisoners of war, ownership of ships, seditious strikes and lockoutSj control of shipping, protection of soldiers and discharged soldiers from legal process, and sale of liquor to soldiers undergoing medical treatment. Certain war .regulations are to lie deemed to be regulations under the Board of Trade Act. It is provided that in so far as any regulations to which, this seclion refers are ultra vires under the Board of Trade Act or any Act other than the principal Act, they shall bo deemed to be revoked. The War Regulations transferred to the Board of Trado Act relate to coal, wheat, flour, bran, pollard, lighting, petrol, timber, milk, wool, butter boxes, and boots.

The war regulations not included in the schedule, and therefore . "deemed to bo revolted." include regulations relating to the military censorship, prohibited publications, the "publication of military information, seditious utterances, seditious strikes and lockouts (in industries not declared to be essential), publication of shipping intelligence, and the photographing of ships. The withdrawal of the regulations regarding seditious utterances is balanced to a large extent by provisions added to the Public Offences Act last year.
