MR, PARR ADDRESSES STUDENTS. By : Telegranh—Preen Association Christchurch, June 18. The capping day ceremonies connected with Canterbury College were carried out to-day. The students had their usual procession and revels in tho morning.

1 Mr. C. J. Parr (Minister of Education) presided at the presentation of diplomas in the afternoon. He made a' very humorous speech and received an excellent hearing from the undergraduates. He said he wished to stress only one serious point that afternoon. Ho would like, to widen the avenues of usefulness of the'university, and to see more avenues open for .undergraduates than at present. New Zealand wanted her industries and her commerce- nnd . her civil service officered by men of iiniversity-trained, intelligence and: university experience. It had been said *ihaf, the-country was run by a few Under-Secretaries and heads of Depart-, ments. (Voices: "That's a - ight!": "Quite true, Jimmy!"). Thero might be some truth in that. What was needed was a trained, highly-educated and experienced biireauc.njcy, and he hoped tho time would come when the university would supply all -the civil sen-ants of this country.
