CITY COUNCIL.

REPORTS OF COMMITTEES. Tho fortnightly meeting of the City Council was held last evening, and was attended by the Mayor (Dr. A.. K. Newman), . and Councillors Lukej , Smith, Cohen, Ballingei, Frost, Trevor, Atkinson, Dcvine, Fitzgerald, Carmichael, Hindmarsh, Fletcher, and Morrah. FINANCE. Tho Finance Committee recommended: That bt!so bo placed ou the coming year's estimates for the partial formation of the public road off Aro Street, provided that Mr. R. O. Kirk will contribute .£SO towards the cost; that the proposed exchange of land with the Railway Department at Thorndon Quay,* for the purpose of a ear-shed site, be agreed to; that accounts amounting to ,£25,074 Bs. 6d. be.passed, for payment. The report was adopted. . , TRAMWAYS. The Power Stations and Tramways Committee recommended that tenders be invited for a power screwing machine for the Tramways Department, and that two box cars be altered to combination cars at an estimated cost of .£l5O per £ar. The ' report was adopted. ABATTOIRS. ■ - The Abattoirs, Milk-Supply, and Public Health Committee reported-that a complaint had .been received from a butcher who killed his stock at the abattoir that, some animals had been bruised by. falling in the pens, owing to the concrete floors being slippery. The committee visited the abattoir, and investigated the coni- . plaint,-'and they were of opinion that the -bullocks received the bruising while in the, railway trucks. They .had, however, instructed the City Engineer, to score the floors of the cattle pens diagonally every 4 inches, forming groynes half an inch in depth, and fix gutters along the eaves of cattle and sheep pen roofs, with dowhpipes ' at' suitable intervals.. This -work was estimated to cost approxi■ mately i/ 5. They wero nighly satisfied with the cleanliness and general working of the abattoir.. ■' -.

.The committee had also to report that the following number of "stock" wore slaughtered and the following .fees collected at the. abattoir.during the.month o£. ■:ebruary:-241 cattle, 1917 sheep, 735 lambs, and 7 calves. Out of this number 10-cattU, 11 sheep, and.l calf had-been condemned.a. unlit for humau consuinption. Street be refused,- as the proposal was not in. accordance'with the by-lav? regarding, the. distance of the building from adjacent boundaries; that the prosecution against.Messrs. Prouse Lumber, Ltd., for doing building, work without Srsty obtaining, a permit be dropped, as the . firm had -applied for , tho necessary permit, but that Mr. Prouse- be informed that- the council .could not allow him to permit.persons-to-.residc on the building, even for ■ the purpose of forming a fire brigade, it being contrary to tho provisions of.the Municipal Corporations Act, J9OS; that,the agreement With the Wellington . Harbour /Board for the housing of.the board's engine and the services of the.Fi.ro Brigade,-which had. lately expired, be renewed for a-.further term of two years, with!the alteration that the annual charge .fo.;the board should bo -£250, to include] all services. The committee reported, that, as directee by the council, they had obtained the opinion of the'city solicitor as to whether the council could use tho dispensing power of Clause 1002 of .'By-law- No. I without the recommendation.of the city engineer, and he advised that if there was not. a special application and a recommendation by [the engineer, tho council had not, in his; opinion, any right or title to consider the question of exercising the dispensing poWer. The committeo therefore ■ rccommeilded that the • application of Mrs. Mint Ifor permission to erect a dwelling at Sutherland Eoad, Melrose, using half-inch rough lining instead of 3-iii. T. and G.' lining, be not' granted ; tjiat. tho application of Messrs. John Odlin and Company, .'for permission to erect fourteen houses ■at Hanson Street, contrary to the provisions of the by-law. regarding the, distance required between the sides of the houses and the boundaries, be not granted. !. . In regard'tojthe last-mentioned matter, Mr. C. C. Odlin waited upon the council in order to prevent auy misunderstanding. He explained that it was desired to avoid erecting very narrow houses, and he proposed- to leave only a distance of 10 feet between them instead of W feet. The council referred this clause back to the committee for the purpose of ; obtaining ; lan outside legal opinion as to the powers of , the' council to (lhspense with by-law restrictions. tramway track and Anne Street West shall be carried out in a manner to he approved tho city engineer; that the cost of laying water mains in all the streets bo paid by .the owners; that the remainder of tho work to bo carried out in accordance with tho regulations prescribed by the council for the construction of streets set out on private land, and the work generally carried out the satisfaction of the city engineer The committee further recommended that the following streets in the Melrose districts, as set out in The. Wellington City Streets Empowering Act, 1909, bo declared public streets:—Roscneath district: That portion of Grafton Road at its northern and connecting upper and lower ends of . tho Crescent-length 10 chains; width varying (minimum 40ft.). Kilbirme district: Baden Road, James Street North. Brooklyn district: Sugarloaf Road, Reuben Avenue, Charlotte Avenue, Bruce Avenue, Laura Avenue, Bond Street, Dorking Road, Holmwood Road, Brighton -Terrace. Victoria Terrace. Island Bay district:. Brook Street, Valley Street, Beach Street, Knoll Street. Wadcstown district: Hoooer Street, Leslie Street. That application be made to the Governor-iu-Council for the approval of this resolution.
