In the House of Commons tho Government's Indian Councils Hill was read a second timo. The Prime Minister indicated that the Government would again place in the measuro Clause 3, giving powers for the creation of Provincial Councils (which clauao was struck out by tho Houso of Lords at tlio instance of Lord Curzon and other Unionists who oppose tho Government's decentralisation proposals).
