Baden-Powell's Scouts during tho first vear of their existence as an Imperial organisation. BADEN-POWELL'S APPEAL TO THE BOYS. Licut.-Gcneral Baden-Powell's scheme has far outgrown early anticipations. The scouting movement for boys has even been taken up in Germany, and its originator's handbook has boon translated into tho Russian and Norwegian languages. The object of the movement, as defined in "Tho Scout," is to make the boys of to-day alert and self-reliant, to put them on the right road to becoming tho right sort of men—reliant and capable citizens. Lieut-Gene-ral Bsdcn-Powell mada for the boys a "soout's law and a scout's oath." He created a proper organisation of patrols, and designed a uniform for use it needed, a badge with tho scouts' motto, "Bo Prepared." His schemo wants no special ■ expense or preparation. It can b© taken up by any worker among boys; it is perfectly applicable to any existing organisations such as the different Boys' Brigados that havo dono such good work. To none of these is tho boy scouts' scheme in any way hostile.
