N.Z. prisons

Sir,—lt astounds me that New Zealand politicians insist on creating large and impersonal prisons. In Canada, the United States and Australia it is not unusual to see five, six or seven prisons inside the one perimeter •with a governor for each individual prison. New Zealand seems insistent on Third World techniques. Dividing large New Zealand prisons; with more governors, surely would inject more personal awareness into the systems; maybe fewer escapes; maybe less publicity.
