PA Wellington The Taxation Reform (No. 3) Bill was passed through its second reading after a 46 to 41 division when Parliament resumed at 9 a.m. yesterday. Members then began debating the bill’s committee stages.

The bill passed the committee stages and was split into four bills and set down for a third reading. The four bills were: The Income Tax Amendment Bill (No. 2), the Goods and Services Tax Amendment Bill (No. 2), the Stamp and Cheque Duties Amendment Bill, and the Customs Amendment Bill.

The Leader of the House, Mr Hunt, moved that the four bills be taken together as one question for the third, reading.

The House adjourned for lunch at 1 p.m.

When Parliament resumed at 2 p.m. members began debating the third reading of the bills. They were passed, 45 to 1 31.

Debate began on the second, reading of the State Sector Bill. Mr R. F. Maxwell: (Nat.,

Taranaki) moved an amendment that Parliament was "of the opinion that major changes to the public sector should not take place until proper consultation has been undertaken with the parties involved.”

Debate on the amendment was interrupted when Parliament adjourned for dinner at 6 p.m. ;

The debate continued when the House resumed at 7 p.m. Mrs Jenny Shipley (Nat., Ashburton) moved an amendment to the amendment, adding the words “and this House is of the view that worthwhile reforms of the State sector will not be achieved by politicising senior appointments within the Public Service nor by bringing into the State sector the rigidities of the private sector labour market Such as compulsory unionism.”

This was lost in a vote, 4430, as j was the original amendment. Parliament then voted the State Sector Bill be given a; second reading, by the same margin. The Minister of Agriculture, Mr Moyle, moved the second reading of the Producer Boards Acts Amendment Bill.

The bill was, given its second reading. Parliament rose at 10 p.m.
