Sir, — In reply to M. T. Moore (March 11), I can substantiate my statement that the Soviet Union originated the present great arms race, now in a state of explosive uncertainty. Shortly after World War II the news media made it known that large-scale army divisions were being formed in the Soviet Union far in excess of peace-time need. This made headline news. Technically the United States was far in advance and in consequence the Soviet Union began a big spying operation. Soon the two countries were in conflict for world power supremacy. M. T. Moore says that President Truman callously dropped atomic bombs on two Japanese cities; a knock-out blow to Japan. This prompt action prevented the planned Japanese invasion of Australia and New Zealand and consequently saved the lives of a million allied forces
in the Far East and shortened the war in Europe with Hitler. — Yours, etc., A. DELHANTY. March 14, 1982.
