Restitution first
National Party delegates want restitution made to innocent parties before fines or other penalties are enforced. Four conference committees met on Saturday to discuss remits. In one the Matamata electorate said that although Courts ordered restitution it was usually not made because the defendant could not afford to pay,, payment was over a long period, or the Court deferred payments. Insurance companies paid
out on loss to property, but they were losing heavily on claims, and raising premiums to cover costs. Victims also had to pay an excess. Courts already gave priority to restitution to the victim before collection of its debts from the defendant. The committee unamimously passed the remit: That in criminal cases, where a person is found guilty, the first priority, restitution to the innocent party, be paid in full before fines or. other penalties are paid.
