Speed limits

Sir,—The Ministry of Transport’s campaign against those; who exceed speed limits' is on for whatever good it will do. The 80 k.p.h. limit is. intended as a fuel saver but the 50 k.p.h. limit has been with us for decades so there have to be other good reasons for it. I suggest that if we were told the reasons more lasting results would be achieved than penalties would bring. The reasons would not convince all drivers, but penalties do not either and fear of a penalty without reason is a poor- reason for observing a a rule. May I quote Mr Baragwanath’s remarks.in the Mount Erebus crash inquiry (“The Press,” August 1): “Isn’t it the case that any

human being is more likely to act in accordance with a direction if he can ; see: the reasons for it and the reasons are sensible ones,” — Yours, etc., ” M, MCDONALD. August 9, 1980.' '7.
