Minister quits over general’s speech

NZPA La Paz The Bolivian Labour Minister (Mr Isaac Sandoval) has resigned over Government unwillingness to censure the conservative Army commander, General Luis Garcia Meza, for advocating a military take-over. Sources close to the influential Minister said he wanted President Lidia Gueiler to take “immediate action” for a speech the General made on Friday calling for a new type of democracy guided by the armed forces. Mr Sandoval’s resignation was announced yesterday. He said he would make his reasons public later. However, sources said Mr Sandoval was worried Mrs Gueiler was not doing enough to ensure that the June 29 elections would be held, and that the democratic process would continue. General Garcia Meza’s speech drew sharp rebuke from many quarters. A former President, Hernan Siles Zuazo, said: “The people will fight again for their rights” in the event of another coup. He also said the general’s comments justified the formation of civilian defence committees. Mr Siles Zuazo, who was president from 1956-60, is campaigning for the coming election, in which he is expected to lead a large, Left-Centre coalition.
