PA Wellington Mr Richard Stratton, an assistant Under-Secretary of State in the Foreign and Commonwealth Office, has been named as the new British High Commissioner to New Zealand. . . He succeeds Sir Harold Smedley, who will leave in June oh his retirement from' the diplomatic service. Mr Stratton, who is 55, was ambassdor to Zaire and non-resident Ambassador to the Congo (Brazzaville), Burundi, and Ruanda before becoming an assistant undersecretary. The Minister of Foriegn Affairs (Mr Taiboys) yesterday paid tribute to the work of Sir Harold Smedley.
