'Not enough time’
Christchurch City councillors agreed yesterday with their Waimairi County counterparts that Government legislation drafters were giving too little time for response to possible law changes.
Sir Robert Macfarlane told the City Council’s policy and finance committee it seemed to be a case of more government by officials, who had made up their minds and were “determined to get these things through by hook or by crook” The council will protest about the lack of time given
to local bodies to study legislation and make submissions. “We are going to lose our control,” Sir Robert said. The committee’s acting chairman (Cr P. J. R. Skellerup) said the protest would be made in a general sense.
“All the generals are in Wellington,” Sir Robert said. The Town Clerk (Mr J. H. Gray) said more time would be a help. Problems were compounded by the scarcity of copies available when legislative changes were proposed, and the length of time it took them to arrive in Christchurch.
