Tax relief for local rates
Sir, — Your correspondent, Jack Urlwin, in expressing concern at double taxation of rates paid, has rather overstated his case. Mr Muldooon, as Minister of Finance, has introduced a Budget this year whereby each taxpayer has an allowance of $25. From his or her final tax demand on account of rates. Ths is an introductory measure only,
and may be reviewed in successive years. The $25 repre-. sents on the average, between $75 and $lOO in rates paid. I agree with Jack Urlwin that tax on tax is a noxious form of financing. However, company shareholders, many of whom are on decreasing or fixed incomes, have been burdened with this form of taxation for many years. Elected local body members must really control public expenditure. Strict control of expenditure the only means of reducing rates without government assistance; and government assistance could mean some loss of local control. — Yours, etc., R. G. POLLOCK.
