and the, excessive amounts of fuel they consume is a gross misuse of our overseas funds. To eliminate our chronic balance of payments deficit, • the freedom of people to choose what they buy must be curtailed so that everyone gets a fair share of our overseas earnings, and so that, as a nation, we live within our means.
