Instalment rating
No reference to rating by instalments had been made in the minutes of the policy and resources committee of the Christchurch City Council, said the Mayoral candidate for the Citizens’ Association, Cr H. G. Hay, yesterday. Nor could he recall the committee chairman, Cr D. R. Dowell, or Labour councillors referring to instalment rating in open council meetings, said Cr Hay, commenting on a statement by Cr Dowell that instalment rating had been discussed by the committee.
“Perhaps Cr Dowell is confusing some discussion on the topic at a Labour caucus meeting and, as on other occasions, has omitted to take the public into his confidence on an impending change which may have had the agreement of the Labour caucus,” said Cr Hay. He said he was aware of considerable clerical and administrative problems associated with instalment rating, but these seemed to have been overcome in Waimairi and Paparua counties.
