Cabaret licence declined

An application by Standby Enterprises, Ltd, for a cabaret licence for Moby Dick’s Nite Spot, 124 Manchester Street, Christchurch, has been refused by the Licensing Control Commission.

The commission said in a t eserved decision that it was not satisfied that there was a public requirement for the cabaret and would not consider granting a licence to the establishment as it now existed.

During the short period the club has been operating, considerable numbers of young people had been attracted, said the commission. According to police evidence. there were outbreaks

of violence at the club from time to time. The applicant said he could not control people who had been refused admittance or who had been ejected, from hanging about rhe entrance.

“Certain outbreaks of violence have taken place and it is sufficient to record this fact without assigning an exact degree of culpability to the various participants on any particular occasion. “The picture is of an overcrowded, extremely noisy resort for teen-agers, a large proportion of whom are of such an age that they would not be entitled to be on licensed premises.” The applicant said if a licence was granted the maximum number of persons on the premises would be reduced, persons under 20 would be excluded, and an attempt would be made to cater for a slightly older section of the community.
