Detente
I Sir.—'lhe impression conIveyed by this sentence, “In fact, Mr Brezhnev’s visit may turn out to be a reassurance (to Cuba of Soviet friendship in spite of detente,’’ from Friday’s leading article, demands clarification of the meaning of detente as the removal of tensions from inter-state relations. There can be absolutely no conflict of interest between SovietCuban friendship and SovietUnited States detente; they are necessarily complementary. Nor will detente between East and West, and the benefits that go with it, to quote another sentence, be allowed to interfere with the ties of friendship and doctrinal affinity between Cuba and the Soviet Union. Indeed, it may be said that Cuba-United State detente is a corollary of Soviet-United States detente, which will never be negotiated at the sacrifice of the fraternal solidarity of the two socialist states. —Yours, etc., M.C.H. • February 2, 1974.
