Amalgamation
Sir, — When summarised, Mr D. B. Rich’s arguments against amalgamation between the Christchurch City Council and the Waimairi County Council seem to amount to: (1) large local bodies are amorphous, and prone to inefficiency; (2) people tend to lose touch with their councillors; (3) proposed wards perpetuate party politics; (4) advantages in economies and scale do not occur. Mrs Helen Garrett would seem to have successfully countered arguments (1), (3), and (4). What has not been disposed of is (2), the area of personal relationship. Would Mr Rich be prepared to elaborate further? In what ways and to what extent is the Waimairi County Council set-up superior to that operating in the city, as far as personalised service is concerned? — Yours, etc., A. H. W. HARTE. September 27, 1972.
