Water resources
Sir, —Mr McCristeil’s suggestion that water for generating electric power should bear a royalty which could be used for the benefit of the area linked to the river or lake affected is a sound one. Water is indeed a natural resource, but, unlike other minerals, coal, forests, and land, it is given away free by the Water Resources Council or the regional water board for electricity or industry or irrigation. A royalty on all the irrigation water granted throughout Canterbury and North Otago would provide funds for water boards to supervise water rights and for the research needed to indicate the effects of extravagant water extraction on salmon and trout stocks in our rivers and streams. The Marine Department seems unwilling or unable to organise this research, and I am sure that if the money was provided, the Department of Agriculture, as the new fisheries supervisors, would be able to find the scientists and get some action. —Yours, etc., JEREMIAH B.
