(N.Z. Press Association) WELLINGTON, Sept. 7. The increase in the building of flats should be watched carefully from a social angle, the National Development Council was told today. Professor J. F. Duncan said that experience in other countries had shown social problems where families lived in high-rise flats instead of houses. He was commenting on a report by the Building Industry Advisory Council that the trend was towards flats.
