China not going (N Z.P A'.-lleuter—Copyright) MOSCOW, March 21. China will not send a delegation to the forthcoming twenty-fourth Soviet Communist Party congress opening on March 30, according to Communist sources in Moscow. The sources said that Peking was asked, probably in informal soundings, whether it would like to send a delegation. The Chinese refusal came as no surprise in view of the continuing strain in relations between the two giant Powers.
It is not yet known; whether China’s Ambassador might attend the congress as an observer. The last time China sent a full delegation was in 1961. when the Prime Minister (Mr Chou En-lai) attended the twenty-second congress.
