Sir, —Why should the ratepayers pay out an estimated $5OOO on a by-election because some local body official forgot to apply for an exemption? Why should contesting parties and their volunteer workers have to watch their hard-earned funds disappear to the printers or advertisers when money and effort should be concentrated on the main elections? Your request that the council show concern for democratic rights of citizens is in this case funny. We know that 95 per cent of the citizens will be apathetic, therefore losing any moral right to vote. Surely the result of Drainage Board byelections shows us how apathetic Voters really are.
