Problem With Prosecution
“It is apparent that the honest person, admitting guilt, is being prosecuted, while the person who refuses to accept responsibility cannot be successfully charged, although ample evidence is available," said the senior county health inspector (Mr G. W. L. Fairhall), reporting to the Paparua County Council last evening on the dumping of rubbish on roadsides.
Mr Fairhall said that over the last year 20 cases of roadside dumping had been investigated, and there had been four successful prosecutions, with one pending. Those prosecuted had been people who admitted the offence. In spite of ample evidence others had denied ownership or dumping. Legal advice was that an admission or a witness was necessary to make a successful case.
