Call Made For U.N. Troops

NEW YORK, May 12. The leader of a Free Papua Movement, Mr Marcus Kaisiepo, has appealed for United Nations troops to protect West Irian from Indonnesian forces stationed in the former Dutch colony, it was learned today. A spokesman for Mr Kaisiepo, who claims to be the elected President of the State of Papua, said the people of West Irian were prepared to fight to win their independence from Indonesia. This was demonstrated by the recent nationalist uprising in the mountains, he said. The outbreak of disturbances led Indonesia, which has administered West Irian since 1963, to send 500 paratroops into the Enarotali and Wakboe areas of West New Guinea recently. Last week Mr Kaisiepo cabled U Thant asking him to "please send security troops to West Papua to stop bloodshed and protect the inhabitants from massacre.” Diplomatic sources pointed out, however, that United Nations troops could not be dispatched without the authority of the Security Council and that United Nations members were reluctant to become involved in the dispute/
