(N.Z.P.A. Staff Correspondent) LONDON. April 28 Although the agricultural ministers of the European Economic Community are not yet prepared to reach an agreement on the structural reform of farming in Europe they are continuing to wrestle with the problem of what Ito do with surplus milk proi ducts. At their meeting last week they agreed to allow whole milk powder to be used in the manufacture of feeding stuffs for cows. They also agreed to ask the E.E.C.
