Town Works Programme Approved For Halswell

A $70,000 works programme for Halswell was approved by the Paparua County Council last evening, when it was decided to apply to the Local Government Loans Board for sanction io borrow the money.

The County Engineer (Mr A. Dyhrberg) said that it would cost about $200,000 to develop fully the Halswell county town. This figure had been revised to anticipate a $70,000 loan, the charges on which would be paid from the county town revenue. The revised programme provided $36,000 for new paths, kerbing, and channels; $29,000 for the resurfacing of paths and roads; and $5OOO for rebuilding and sealing School Road, Wales Street, and Larsens Road. The loan charges would not ncessarily increase the rates, said the County Clerk (Mr A. Kelly). Dog Control.—lt was agreed to have a by-law making it an offence for a dog to be at

large in urban parts of the county unless on a leash or under the direct control of its owner.

Crematorium.—The Canterbury Society of Cremation would be asked if it was intended to build a crematorium in the county to serve Hornby, Sockbum and Halswell, said Cr J. Y. Pethig. If so, land could probably be made available.

Name Change.—Paterson Avenue was renamed Kennedy’s Bush Road to its junction with Sparks Road. N.R.B. Funds.—Told that only $97,000 on basic subsidy on the $120,000 applied for and $10,500 in grants on a request for $41,610, had been allowed by the National Roads Board for 1969-70, the council expressed concern at the “heavy reduction,” and authorised the chairman (Mr D. H. Warren) to see what action could be taken to get an increase.

Office Use.—Although the position of Mrs R. Ballintine, the former Halswell County Clerk, was protected for two years after the amalgamation, she might wish to retire before then, and it would be appropriate at that time to reduce services available at the Halswell office, reported a sub-committee.
