The Viet Cong’s chief peace delegate opened the door today for any South Vietnamese leader even President Nguyen Van Thieu or Vice-President Nguyen Cao Ky—to join the struggle for “national liberation,” the Associated Press reported. The chief United States negotiator, Mr W. Averell Harriman and the Vice-Pre-sident Nguyen Cao Ky met for 90 minutes yesterday and were said to have agreed on a new offer to Hanoi’s representatives.
