Report On Nigeria At O.A.U. Meeting

A report on Nigeria by Emperor Haile Selassie of Ethiopia is expected to be the highlight of the fifth summit conference of the Organisation of African Unity which opens in Algiers today. The United Nations Sec-retary-General (U Thant) will address the opening session of the four-day meeting, attended by more than 20 heads of State.
With the exception Of Malawi, which is boycotting the conference, all other member countries will be represented. Two new members, Mauritius and Swaziland, will take their seats for the first time.
The O.A.U. Ministerial Council, which has been preparing the agenda, will hold a final plenary session before the African leaders convene.
A Tunisian proposal to put the Nigeria-Biafra conflict on the agenda which could have opened the way to a demand for Biafran representation at the conference—was withdrawn after it failed to win support at the Ministerial Council meeting. No Biafran representative has yet reached Algiers and Algeria, which fully supports the Nigerian Federal stand, is not expected to
allow any Biafran to enter its territory unless specifically asked by the O.A.U.
