The decision was taken at a specially-convened session of the High Commissioners of the Commonwealth of 27 nations held in the London beadquarters of the Commonwealth Secretariat.

The High Commissioners had before them alternative dates in November and in January, suggested by the British Prime Minister (Mr Harold Wilson), and the consensus of the meeting favoured January, and London as the venue.
