President Johnson today asked Congress to eliminate racial and economic barriers to higher education in the United States. In a special message to the Senate and House of Representatives, he also sought more funds to begin preschool education for getto children. The President asked that funds for these youngsters under the “head start programme" be increased from $340 million to $3BO million in the fiscal year 1968-1969.
